PS28 - Early Break (Young People’s Substance Misuse Service)

Thank you very much for all comments submitted to the savings proposals consultation. The staff and public consultation process have now concluded.
Elected members have considered the final reports on this proposal including the staff and public views gathered during the consultation period. The decisions made are detailed below:
This proposal reduces the council’s contribution to the Early Break service from £85,500 to £55,500 and the total contract value to just short of £450,000.
Early Break is a charitable organisation commissioned by the Rochdale Safer Communities Partnership to provide a service for young drug and/or alcohol users and their parents/carers as appropriate. The contract value is nearly £480,000, financed from RMBC (Community Safety), the Youth Justice Board (via the Youth Offending Team) and the government Department of Health. The latter two contributions are grants specifically for this purpose.
This proposal would reduce RMBC’s contribution to this service. The contract with Early Break is reviewed towards the end of each financial year. It is intended that the reduction in budget and how this will affect service delivery will be negotiated and agreed at this stage i.e. January – March 2012.

Overview
