Overview
Rochdale Borough Council have Integrated Transport Block funding (ITB). ITB is funding to support Local Authorities deliver minor transport capital improvement schemes intended to improve road safety and promote active forms of travel. The ITB funding will deliver a scheme of this nature in each of the 5 local Townships. In Heywood a scheme has been developed in the Middleton Road/Hopwood area.
Rochdale Council is seeking residents' feedback on the proposed Hopwood Triangle scheme in Heywood. This initiative aims to reduce through traffic on Middleton Road, transforming it into a more residential-friendly street.

How the Scheme Works
The proposed scheme aims to redirect traffic away from Middleton Road, preventing it from being used as a cut-through to access Manchester Road. Instead, vehicles will be directed to use Coronation Avenue.
Middleton Road is home to both a park and a primary school and is intended to function as a residential street. However, heavy through traffic, particularly during peak hours, has created safety concerns for residents.
To enhance safety, the scheme incorporates traffic-calming measures, including the implementation of a 20mph speed limit. Additionally, the scheme includes an option to introduce parking restrictions for HGVs on Coronation Avenue, if positive support is received for this option and restrictions were put on street, this could then will be enforced by Rochdale Borough Council as part of the project.

Why your views matter
We are asking for your views to help guide us to make the right decisions about the proposals for a Hopwood Triangle Heywood Scheme. The consultation will be held from Monday, March 24th 2025 until Friday, April 26th 2025.
The consultation will consist of a letter drop to the agreed Stakeholder Boundary (see overview plan for stakeholder boundary), with an information leaflet and plan outlining scheme proposals, a questionnaire with a pre-paid envelope/a web link to complete the questionnaire online – proposals to restrict parking on Coronation Avenue will be included in addition to a range of other measures in the area.
