CC106 - Review of Community Safety Commissioning Budget - contingency / community alcohol
Overview
Outline of Proposal
The Community Safety section of Customers and Communities is responsible for commissioning a range of services to minimise crime and disorder in the borough. Some of the budget is earmarked for expenditure which can’t be predicted in advance (a contingency fund) such as the costs of handling far-right demonstrations, repairing CCTV equipment which goes faulty during the year and specific research and intelligence projects, such as Domestic Homicide Reviews. It is proposed to make an ongoing saving of £30,000 from this part of the budget. In addition, Community Safety commissions a range of services for drug and alcohol treatment in the Borough. One of these providers provides a range of services to address all types of alcohol problems (including – uniquely – referrals to in-patient services). Some providers and GPs also provide brief interventions and advice, and others provide additional support (such as complementary therapies). It is proposed to reduce the funding by £16,000.
General Impact
The reduction in contingency fund may impact on the ability to respond to certain aspects of Crime and Disorder (such as those outlined above). Similarly, the reduction in contribution to the provider will impact on the provision of services to people with alcohol dependency.
Impact on Service Users
The reduction in contingency fund may impact on service users if Crime and Disorder were to increase in the Borough. Users of alcohol dependency services may also be impacted by the reduction in funding.
The indicative saving for this proposal is £46,000.
As the proposal will affect service users, we have undertaken an Equality Impact Assessment to identify likely or actual effects on people with protected characteristics. The Equality Impact Assessment will be reviewed and updated as required, taking account of consultation feedback.
