ASC21005 - Changes to the Adult Care Charging Policy

Closed 13 Dec 2019

Opened 30 Oct 2019

Overview

Overview of proposal

During 2020/21 we expect to save £14.4 million from council budgets which incorporates Heywood, Middleton and Rochdale Clinical Commissioning Group (HMRCCG). The changes to the Adult Care charging policy is part of these Savings proposals.

The Charging Policy mandates that anyone with capital / assets worth more than £23,250 (excluding the value of the home for non-residential services) and/or sufficient income will pay for the full cost of their care and support.  These people are known as ‘full cost payers’. For service users on managed budgets this means that we arrange care and support, pay the providers and then recharge the full cost of those services to the service user. The costs are not currently passed onto the service user. This is a proposal to introduce charge for this arrangement of care.

Overall impact of proposed change

Income is increased and the charges cover the costs.

Impact on affected Service Users

Increased cost to those who are full cost payers

Savings Total:  £29,000
