Outline of Proposal

It is proposed to have a single management structure within the Youth Offending Service that currently operates across Rochdale & Bury Borough boundaries on a co-located basis.

General Impact

This proposal is focussed on achieving service improvement  in consistency and quality whilst generating cost efficiencies through equal and manageable workloads for staff across the Youth Offending Team and a reduction in management costs. The integrated service is expected to provide a consistent Youth Offending Service across Rochdale and Bury Boroughs.

Impact on Service Users

The Rochdale and Bury Youth Offending Team will continue to deliver a service local to the respective young people; as with the current arrangement.  Consequently it is not expected there will be any detrimental impact on service users. There is a potential for there to be a more consistent response to the presenting needs of young people through a single management structure.

Savings Total:
£100,000 on-going saving in 2015/16
£100,000 on-going saving in 2016/17

The Council is assessing the potential equality impact which the proposals may have and are undertaking full Equality Impact Assessments (EIAs) where this is appropriate.The EIAs are draft working documents which are to be developed over time.

This means that as further detail becomes available through the consultation process the EIAs will be updated and finalised before a final decision is reached.
